Michigan Occupational Safety and Health Information

According to OSHA, Michigan operates its own worker safety and health program under a plan approved by the U.S. Department of Labor. This program provides safety and health protections to most private sector workers, as well as state and local government employees within Michigan.

Michigan State Plan

Michigan OSHA (MIOSHA) has two enforcement divisions: the General Industry Safety and Health Division (GISHD) and the Construction Safety and Health Division (CSHD).

The GISHD conducts safety and health inspections and investigations in all places of employment within the state of Michigan except those operations and activities that are not covered by the Construction Safety and Health Division (CSHD). This includes both private employers and all levels of public sector employers except facilities of the federal government. GISHD does the following:

  • Responds to complaints from employees or their representatives.
  • Investigates accidents including fatalities and catastrophes.
  • Responds to referrals of unsafe conditions from other government agencies.
  • Conducts unannounced inspections at facilities throughout the state in accordance with current priority inspection guidelines.
  • Issues citations, some with proposed penalties to employers as a result of inspections or investigations.

The Construction Safety and Health Division (CSHD) mainly conducts inspections to enforce occupational safety and health standards in the construction industry, and oversees licensing of asbestos abatement contractors and accreditation of asbestos workers. CSHD does the following:

  • Enforces safety and health standards in construction workplaces defined in the MIOSH Act as work activity designated in major groups 15, 16, and 17, of the Standard Industrial Classification (SIC) Manual or code 23 or the North American Industry Classification System (NAICS).
  • Conducts inspections and identifies hazards
  • Issues citations for violations
  • Assesses penalties
